Jack The Ripper's Appearence on Babylon5
There was one episode i saw when someone known as the 'inquisiter' was sent by the Vorlon ambassadar, Kosh. The Vorlons are still unseen till now, but definatly not humans. But when the inquisitor arrived, it was a man dressed like in the 18th centuary.
He was sent to see Delenn and test her to make sure she was the right one to handle the battle with John Sheriden during the coming war. He had Delenn meet him in a basement level and told her to put on two bands around her wrist. Then he asked her:
Inquisitor: Who are you?
Delenn: I am Delenn.
Inquisitor: Unacceptable answer! I already know your name, what i want to know is who you are.
Delenn: But...i am Delenn.
Inquisitor: UNACCEPTABLE ANSWER!
-And Delenn recieved a jolt of electric current through the bands. The inquisitor sends it from his cane.
Inquisitor: With each time you fail the punishment will only become more severe. Now tell me, who are you?
Delenn: Uh..i'm..i'm the daughter of-
Inquisitor: UNACCEPTABLE ANSWER!
-ZAP!
Inquisitor: How are you to fight legends, when you cannot even tell me who you are?
Turns out others who had been tested by him had died trying to pass it. Delenn was possibly one of the next ones to do so.
Well it continued throughout the day, the jolts becoming so severe to the point she couldn't even get up after the zap and remained lying on the floor, close to tears but not moving to save her enegy and rest when she could. Eventually Lennier went looking for her, and he found her lying still and staring up at the ceiling, the bands still on her hand. The inquisitor had given her a break.
Lennier: Deleen, what's he doing to you? I have to get you out!
Delenn: No! If you do that i'll fail. Everything will be for nothing, you have to go.
Lennier: Not without you.
Delenn: No, Lennier, please. If you really care about me, you'll leave. Quick, he's coming back. Lennier, leave. Please, please...go, please...please.
-And Lennier ran to find John Sheriden. Sheriden arrived some time after Delenn recived one of the strongest jolts that left her in pain to the point she could only move her head in tears and sob to herself after she crashed to the floor. SHe was unable to speak for the pain was too bad and she just kept crying while the inquisitor continued to talk.
Inquisitor: I'm sorry Delenn, but i don't think this will work out for you.
-John shows up
Inquisitor: And here were have the final piece in the drama.
John: Get away from her!
Inquisitor: ANd what is she to you?
John: I don't have to answer any of your questions.
Inquisitor: You're right captain, you don't.
-He zaps John and John goes unconsious. He wakes up tied to a post. (The rest is from wikiquote)
Inquisitor: You said you didn't have to answer any of my questions. But there's no reason to exclude you from our deliberations. You're linked at the hip (referring to John having something similar the bands that shocked Deleen), just as bad as she is. But you're not just a dreamer. You're a soldier! How far are you prepared to go? How much are you prepared to risk? How many people are you prepared to sacrifice for victory? Are you willing to die friendless, alone, deserted by everyone? Because that's what may be required of you in the war that is to come!
John Sheridan: Go to Hell!
Inquisitor: This is Hell, Captain, and you are its chief damned soul. What about the people you work with, the people you call friends? Are you willing to sacrifice them? What about your family? [He zaps Sheridan with his cane.] What about your God? [Another zap.] What about truth? [Zap.] What about blood? [Zap.] What about right? [Zap.] What about wrong? [Zap.] What about your future? [Zap.] What about faith? [Zap.] What about sin? [Zap.] What about Hell? [Zap.] What about death? [Zap.] What about etern…
Delenn: ENOUGH! Your quarrel is with me! You were sent to investigate me! Let him go! If you want to take someone, then take me!
-she manages to get up. The inquisitor asks her what John is to her. She responds that it is not his concern, but she is willing to die for him. Her destiny will be handled by others.
Delenn: If I fall, another will take my place, and another, and another.
Inquisitor: But your great cause! (refering to the purpose she knows she is meant to serve in the war.)
Delenn: This is my cause--Life! One life or a billion, it's all the same!
Inquisitor: Then you make the sacrifice willingly? No fame. No armies or banners or cities to celebrate your name. You will die alone and unremarked and forgotten.
Delenn: This body is only a shell. You cannot touch me, you cannot harm me. I'm not afraid.
-And Delenn tells him that she is willing to die for John. The inquisitor nods, and suddenly disappears. The bonds diappear and the John and Delenn hug (the usual). As they turn to leave, the inquisitor appears at the door.
Inquisitor: You can go. You've passed, both of you.
Delenn: Passed what?
Inquisitor: How do you know the Chosen Ones? "No greater love hath a man than he lay down his life for his brother." Not for millions…not for glory…not for fame. For one person, in the dark, where no one will ever know or see. I have been in the service of the Vorlons for centuries, looking for you. Diogenes with his lamp, looking for an honest man willing to die for all the wrong reasons. At last, my job is finished. Yours is just beginning. When the darkness comes, know this: You are the right people, in the right place, at the right time.
-SOme time later. John sees the inquisitor to his ship.
John: Mr…Sebastian (his name is sebestain), I did a little digging, based on what you told me. The records confirm you lived on Earth in the year 1888. The records also indicate that you vanished, suddenly, without a trace on November 11th, 1888. That's a very interesting date, Mr. Sebastian. The morning after the last of a string of murders in the East End.
Inquisitor: The city was drowning in decay. Chaos. Immorality. A message needed to be sent, etched in blood for all the world to see. A warning. In the pursuit of my holy cause, I…did things. Terrible things. Unspeakable things. The world condemned me, but it didn't matter because I believed I was right and the world was wrong. I believed I was the divine messenger. I believed I was…
John: Chosen?
Inquisitor: [after a pause] I was…found by the Vorlons. They showed me the terrible depth of my mistake, my crimes, my…presumption. I have done four hundred years of penance in their service, a job for which they said I was ideally suited. Now, perhaps, they will finally let me die.
John: I think that might be wise.
Inquisitor: [turning to board a Vorlon transport] Good luck to you in your holy cause, Captain Sheridan. May your choices have better results than mine. Remembered not as a messenger, remembered not as a reformer, not as a prophet, not as a hero…not even as Sebastian. Remembered only…as Jack.

Babylon Quotes: I cannot forgive
The Narn and Centuari are at war...again. :'(
Well in one of the episodes i saw last, Vir Cotto, the assistant to the ambassadar of Centurai, accidentally got into the lift with Narn ambassadar G'Kar. The Cnetuari had attacked the helpless homeplanet of the Narns, killing civilians and hunting down remaining Narns.
Realizing that G'Kar was there, Vir, out of his own will, apologised.
Vir:...I'm sorry...I'm sorry for what's happened. I tried to tell them, but they didn't listen! They never listen....I'm sor...
-The lift stopped and G'Kar walked past him out of the lift, but turned around and pulled out a knife. G'Kar stabbed his own hand and held it out to Vir. As the blood dripped, G'Kar said, as each drop fell,
G'Kar: Dead, dead, dead, dead, dead, dead, dead, dead, dead, dead, dead, dead...dead...Can you apologise to them all?
Vir:......I can't.
G'Kar: Then i cannot forgive.
-And G'Kar walked out.

Boom! Shabba-labba-labba.
Boom! Shabba-labba-labba.
Hey there, hey there, three bags full!
You come here often? Yes! I do!

I slept with you the other night.
You didn't call, you didn't write!
I think you did it just for SPITE!
Oh! Yes… oh, yes! Oh, YES! OH! YES!
Tell me about your portfolio!
Oh, YES! YES! YES! YES!
Lie to me about your family…
. . .
[She finishes with a shriek and a compliment.]
Correlilmerzon: What do I do now?
Ivanova: Old style, you roll over and go to bed. New style, you go out for pizza, I never see you again.

Babylon Quotes: Telepaths/Security
From season 2 episode A Spider In The Web

Sheridan: Do i ever. You threw one out a third-story window on Io.
Ivanova: There was an ample pool below the window!
Sheridan: I'll assume you knew that.

From season 2 episode Soul Mates
Stoner: And you are?
Garibaldi: Garibaldi, Head of Security.
Stoner: Oh, so if I'm feeling insecure, hugging you will make me feel better.

Garibaldi: And if by any chance Londo doesn't survive you can be sure I'll find something to charge you with: Negligence, transporting dangerous material...
Stoner: Sure. Why not? Go for broke. Hey, how 'bout I call you an idiot in public, and you can convict me for revealing state secrets.
